SAFE-Matter™ Master Constitutional Specification establishes the governing constitutional framework for present-state execution authority within consequence-bearing systems. The specification defines the constitutional principles through which execution authority is continuously derived from admissible present-state evidence rather than historical approval, organisational authority or operational necessity. The document introduces a constitutional governance model in which admissibility forms the sole constitutional origin of legitimacy, legitimacy forms the sole constitutional origin of execution authority, and execution authority remains valid only while admissible present-state evidence continues to justify reliance. The specification defines the constitutional identity, scope, governing principles, runtime governance model, state transition rules, execution-time revalidation, dependency governance, human intervention governance, constitutional enforcement, assurance mechanisms and self-governance of the SAFE-Matter framework. It establishes a technology-independent constitutional architecture applicable to consequence-bearing systems including artificial intelligence, autonomous systems, healthcare, transportation, industrial automation, critical infrastructure, defence and future cyber-physical technologies. Rather than replacing existing engineering standards, certification schemes or regulatory frameworks, SAFE-Matter provides a constitutional layer governing whether execution remains legitimately authorised at the exact moment reliance is placed upon it. The publication serves as the governing constitutional reference for the SAFE-Matter framework. Future doctrines, implementation specifications, runtime profiles and technical publications derive their constitutional authority from the principles established within this specification.
