This book explores how digitalization processes—in public administration and beyond—can be designed in an ethical manner. Digitalization processes create data ecosystems in which data is exchanged among specific actors. To ethically evaluate this data flow, this book develops a deontological risk ethics framework. This framework provides a clear perspective on the principles of privacy and transparency and enables the derivation of administrative requirements for their protection. It establishes who is responsible for implementing these requirements and, finally, derives an ethical procedural standard for practical application. This title is also available as Open Access.
