Due to the risks to which social life is exposed, we are currently experiencing a process in which the area of punishability is being drawn to an earlier stage. We see the most important reflection of this in international conventions and laws about counter-terrorism efforts. The fact that artificial intelligence is becoming increasingly influential in our social lives entails significant risks regarding the commission of crimes, alongside the convenience it provides. For a healthy and safe urbanization, areas to be zoned for construction and zoning conditions must be determined based on scientific principles. The fact that amendments made to the legislation over time are prospective and do not include transitional provisions has led to a continual increase in the risks posed by previously completed constructions. We have witnessed the tragic consequences of this in recent earthquake disasters. We are facing significant problems in terms of responsibility especially due to the deaths of numerous individuals in workplace accidents occurring during activities in the mining field. One of the main problems is the inability to impose criminal liability on the officials of the relevant public authority for the abuse of the authorization power. In addition, identifying which of the many individuals who have different roles in the execution of these activities should be held liable and on what grounds emerges as a separate problem. Due to this problem, we encounter tendencies to impose joint, undifferentiated liability based on negligence on multiple individuals, with an approach based on co-perpetration. Within a business enterprise, there are issues in identifying the individuals responsible for overseeing and supervising the activities in the enterprise, especially those in managerial positions, with regard to crimes committed within the scope of the enterprise’s activities.
