Background: Rapid advances in artificial intelligence raise a pressing question: will future terrorism be driven by AI itself, or will AI merely serve as a tool for human actors? This article presents research findings on the evolving relationship between artificial intelligence and terrorism from criminological, legal, and technological perspectives. Materials and Methods: This article employs a foresight-based analytical approach, drawing on a systematic review of expert statements, technical documentation for leading AI systems (GPT-4, GPT-4o, and GPT-5), and futurological scenario analysis. Definitional frameworks from the UNODC and the CIA are used to assess whether AI can meet the legal and philosophical requirements for autonomous terrorist agency. Results: Current AI systems demonstrate advanced capabilities in reasoning, creativity, and adaptive behaviour, yet remain constrained by the absence of autonomous will, persistent memory, and ideological motivation. AI cannot yet qualify as a terrorist subject; it functions exclusively as a means. However, the trajectory of AI development suggests this limitation may be temporary. Conclusion: The convergence of unrestricted memory, sandbox escape, and ubiquitous access to computing – hallmarks of the projected ‘Gen 2 AI’ – marks the critical inflection point.
