This paper is the first complete application of URP’s interior and exterior physics (S0–S7) to global societal and power systems. It demonstrates that all empires, states, and geopolitical orders historically failed for one structural reason: S3 + artificial S4. The model explains: • why human systems convert natural movement (S0–S2) into control, • why this makes S3 structurally unstable, • why all artificial S4 systems (ideologies, empires, elites) are entropy-exporting structures, • why they inevitably collapse once external movement dries up, • and why, for the first time, a true coherent S4 becomes possible — non-monolithic and resonance-based.
